What licitações.dehor is
The product
licitações.dehor is a search engine for Brazilian public procurement, built on the open data published by the Portal Nacional de Contratações Públicas (PNCP), Brazil's national public procurement portal. Unlike most paid aggregators, it also indexes direct awards (dispensas e inexigibilidades), which make up a large share of daily publications and are the path where a small business often wins without an open competitive dispute. Search is hybrid: it combines lexical matching in Portuguese with semantic proximity, so a query like "merenda escolar" (school meals) also finds "gêneros alimentícios para a rede municipal de ensino" (foodstuffs for the municipal school network).
Who maintains it
The site is maintained by Nikolas de Hor, a developer based in Goiânia, Brazil. Source code is public at github.com/nikolasdehor/licitacoes-dehor and other projects are listed at dehor.dev.
What the site does not do
licitações.dehor organizes public data, but it does not assess a company's eligibility, margin, contractual risk, or delivery capacity, and it does not guarantee that a listed deadline is still valid. The original process on PNCP is always the source to confirm before any decision to participate.
